Surging, vac or air leak around the pump or carbs.
Pressurize the fuel bulb and look closely around the carbs and pump for fuel seeping out, then total rebuild of carbs with new kits.

Has the cylinder head been re-torqued yet?

When the engine starts to surge, squeeze the fuel hose bulb repeatedly. This will provide extra fuel to the carbs. If the engine quits surging and runs fine, you probably have a weak fuel pump. If that does not help, check for intermittent spark on one cyl.

Check the fuel ball mine was doing the same thing lacked power. Anyway mine was the ball it would pump up firm so it seemed ok, fuel coming out was restricted. They cost less than ten bucks so it is worth a try.
