Could be something as simple as the Kill Switch lanyard not attached. Most boats have a safety switch either on the dash or on the throttle control assembly. There's a cord with a small plastic piece that slips over or under (depends on design) the nipple on the Kill Switch. The idea is to clip the other end of the cord to yourself. If you're out boating and you fall overboard, you'll pull the plastic piece out and kill the ignition to the motor.
