Not Getting Proper Cooling to the PowerHead

1973 chrysler 55hp

-Compression is perfect
-New breakers/condensers/coils/plug leads/plugs
-New water impeller/lower unit seal/Thermostat
-New fuel lines/inline filter/vaccum lines etc..
-dollar bills are adding up

Problem:

Im not getting good flow through the power head. I have examined the impeller intake, the brass tube from what i can tell is still holding strong in the grommet and i dont see signs of corrosion. I have had good air flow through both sides of the sight tube, im getting "0" water flow at idle...and a half spit at 1/4 throttle, and i dont dare to take the rpms any higher because its getting hot.

Sounds like a gasket issue? Im getting water flow, but not like it should be, seems like its escaping early into the exhaust. Im thinking base gasket, powerhead gasket, exhaust gaskets? Possibly that grommet is shot? I'm not familiar at all with the cooling systems on these, seem simple, but I know someone has been in my shoes before!

is it getting hot in the lake or on the hose? I learned that unless I submerge the inlet in a barrel the head gets hot. the hose with muffs seems to be a no go with mine. on the lake or in a barrel the head is cool to the touch while running.

My motor doesnt have the capabilities to run muffs, it has a direct inlet tube below the exhaust snout, and i had that baby as deep as i could get it in the water. There is a sight tube upstream of the thermostat that indicates whether or not water is being drawn through the power head. At idle rpms there is no water pumping and she is getting hot, at about 1/4 throttle im getting water, but not enough to keep the motor as cool as it should be. I really feel the only solution is to pull the powerhead off and investigate the supply lines where it connects to the grommet.

How deep is it in the barrel ? The waterlevel has to be 2-3 in above the waterpump housing.
The impeller is not selfsucking, it has to be water in the impellerhouse when you start.

I was a minimum of 8 inches above the impeller housing the last time I ran it. I made sure I had the motor as deep as my adjustable transom would allow.
