I have a 1982 40HP Mercury and when I accelerate it kind of dogs out. When I squeeze the fuel line ball a few times it powers through it and then all is good, but it does this a lot. I replaced my fuel tank and lines inside and out of the motor. I am guessing it is in the carb???? Any suggestions on what this could be and how to fix it?

That's fairly well describes a failing fuel pump. The kits are cheap and it's an easy job to rebuild it.

Try rebuilding the fuel pump. Kit is cheap and easy.
