You can get a kit to put the filter in a different place - a remote filter kit. And yes, many people suck the oil out of the dipstick tube. In fact, some tubes have threads on them for that purpose. You can also buy a hose kit that screws in place of the oil pan plug and you pull it out through the transom plug to drain the oil. I have put that on most of the I/O's I have owned. It works well.
