Oil in carb causing smoke?

So I have a 1994 Mercury Marine Black Max 150 that smokes a lot, especially when I first start it up.. But even after driving it for awhile, once in idle, I can see smoke coming up from the water.

My local boat mechanic told me I could try to change the plugs, which I haven't done yet, to see if that helps but its most likely feeding it too much oil.. I removed the black plastic outside of the carbs to check on the air filter as well...

But the first thing I noticed was there was no air filter inside of it:

And also, the inside of the carbs has some extra oil in it.. You can see it more in the middle one:

Is all of this normal? Is there anything else I can do besides sparkplugs to help it smoke less? I put Stabil, startac (don't remember the name exactly), and sea foam in every fill up..

Looks normal to me. You should monitor how much oil it consumes relative to how much gas. It should be around 50 to 1. I have put marks on my oil tank to do this. I found my motor was not mixing enough oil so I adjusted the linkage to send more and that cured that.

2 stroke motors smoke because they burn oil. That's the nature of the beast. The best you can do is to stay on top of proper tuning.

And just to add, you should not be putting in those additives every fill up. That will make it smoke. You can put in stabil when you put it in storage for an extended period and that's all.

Really? I thought I was doing a good thing adding those chemicals, everyone I spoke to about boats told me I should be doing that to prevent problems..

Also, what about a air filter? Shouldn't there be one outside of the carbs?

Nope. Air is pretty clean out on the water. No need for a filter. These motors don't come with them.
