Oil or wet spot on hull

Sanding down the bottom on a 83 model Bayliner 25'. I have a spot that feels oily near the keel on the bow. What could this be or where could it be coming from????

Sanded down thru the gel coat. Why would this be this way after som many years though? Was simply trying to rough it up to pain the bottom.
