Oil seal and slinger on water pump cover

The manual shows a rubber centrifugal slinger and an oil seal above the waterpump cover on the drive shaft for a 7.5hp SN 4135037. I don't recall the slinger ever being there...is it important? Where does it go, pushed down on top of the oil seal? The oil seal has always been there.

It's just a rubber ring that helps crude from working on the top seal, it should have one on it, many don't but if merc spent the money for it in the first place what should tell us something
