It looks like an inboard tunnel hull that you would use for "flats" fishing. The bow is raised for the big waves you have to encounter crossing the bay to get to the flats and the shroud up front is to hide under when the ever occuring squall hits.

It's a combination of scrap metal and landfill. The trailer sold alone would get more than the package sold together. ;)

this is the seller's response

The engine is a Fiat. This is a production Wave Runner. It is built for the ocean and can carry several people apperantly. I don't know when the last time it ran was. It has been around awhile now. It looks like someone started to clean it up and get it ready for a fresh coat of paint but never finished it. I have the paperwork on the "wet bike - inboard" on an Arizona Certificate that lists the year built as '86. This paperwork is dated '89. I would bet it's been years since it was last used.

Looking at the distributor it looks like a 3 cylinder.I see a coil wire and 3 plug wires. But it looks like 4 exhaust legs?

One of the exhaust legs could be a water outlet.

if that's a 3cyl I bet it's the 55hp 3 cyl fiat mated to a castoldi jet drive.

Looks like a normal waterscooter to me, there are many here in SA, but that one looks really really old, the newer waterscooters all have outboards on and now have the inflatable pontoons added check it here ....... here is a link ....... http://www.aquaquad.com/home.html and
