ok so i had a 5.7 in the boat but its going to rest for a long time lol. so the old motor somehow got 3 bent valves but anyways i had a rebuild 5.0 and all the 5.7 stuff i put it in the 5.0 and all is just the starter, alt, dizzy, water pump and all wires oh and 2bbl carb. now the motor on muffs runs really good but when i put it in the water it sounds like its flooding. like if you give gas and then wait a min then alittle more it will go then it will start slowing down. i had my bro adjust the carb but we cant get a good spot on the carb.. motor has all new wires, tune up , dwell and timing set dont know whats next.

Bad manifolds will bend valves. Did you reuse them? Need to find out what killed the old engine.
Adjusting the carb requires dis assembly and changing parts. The idle screws on the front will not help your problem. Sounds like the carb needs rebuilt. Plus it may need to be rejected for the smaller engine.

yes both are new. um the old motor had a spacer on the carb should i use that spacer? so why does it work good on muffs but not on the water?

An engine with no load on it can sound ok and have almost everything wrong.
When the engine is loaded down everything must be in good shape and work together.

how about the carb spacer should i leave it or remove it?

Think I would take it off until you find your problem. Might be the cause of an air leak. Don't can it. You might want to reinstall later for other problems. This is a spacer not a wedge?
