Outboard screw clamps/transom

OK, so i have a 40 hp merc with the 2 screw clamps that tighten motor to the transom, there are also fastening holes in the motor transom frame of the motor
below the screw clamps, it is a fiberglass boat. Would You drill the holes below the screw clamps and install stainless bolts/nuts to also secure the motor to transom,
OR only use the screw clamps ? ?

it takes a thief longer to unbolt it, than just unscrew the clamps. motors have been stolen, in bait shop. restaurant, motel parking lots,
