Ox66 Motors Not Charging

While offshore last weekend I noticed my Icom VHF said low battery. Sure enough my voltage was blinking at 11.4 volts. I turned off th radar and the stereo and it went up to 11.6
While running it will climb to 12.2 volts. In the past it's been 13.8 - 14.4 volts.
Someone help me out. I have brand new battery's clean connections, clean cables, and good switches.
Is it the alternator, voltage regulator, or both? Do both motors charge both batteries at the same time? Is my digital meter on the yamaha display only reading voltage output from one motor? If I run my battery switch on both shouldn't one motor charge both battery's if one alternator is bad?
Please help.

Simply because we don't know how any of this has been wired by the installer, many of your questions are unanswerable. First be sure the batteries are fully charged and check the voltage. It should be about 13 volts. Turn off everything but the engines.Start the motors and check the voltage. It should be about 14 volts. If one motor is not charging, the other should make up for it unless the circuit is overloaded. Turn on things one at a time until you find the one causing the load.
