Only scuff the existing paint (factory right??? Not a previous owner's paint job, correct?) you only need to remove the paint that's loose & flaking. The original paint, even when it looks like heck, is usually very well adhered. No reason to fight to remove it & then fight to get the new primer to stick. If you do sand/scrape to bare aluminum, you'll want to hit the bare spots w/ Zinc Chromate, or self-etching primer 1st. Then prime w/ the primer recommended by your top coat's manufacturer.
Lots of paint threads @iboats, from top of the line high dollar 2 part paints, to low buck paint. BTW, Ace Hardware's branded paint is equivalent to Rustoleum enamel & available in LOTS more colors (tintable too). Tractor Supply sells Majic brand that is good too.
An added hardener will increase the shine and improve the toughness of any enamel paint you choose.
