Got it out!!!
Here's how.
Poured some mineral spirits into the shift rod cavity. Shook, tapped, jiggled etc. Poured out into clean container. No luck.
Repeated entire process several more times. No luck.
Was getting ready to pull the carrier and gears out when I remembered the advice that racerone gave me.....

Note ---try looking up into that cavity with the gearcase upside down.--------
Situated the lower unit on my stand so I could look up inside. Couldn't see anything.
Was starting to doubt whether the part had actually fallen inside?
Last ditch effort, I attached a piece of 1/4 inch tubing to the end of my air gun nozzle hooked to my compressor.
Laying on the ground looking up into the shift shaft cavity, enduring the drip of mineral spirits onto my glasses I pushed the tubing past the sides of the shift mechanism and flooded the area with air.
Grabbed my flashlight to inspect and there it was trying to get out but trapped between the shift rod mechanism and the side of the case.
Piece of high tensile fence wire with a hook and out it came.
So happy!!!
