That is an expensive little boat. If it does not do what the salesman promised, pressure them to let you return it.
If you really want to get your money back, and they will not let you return it, take the matter up with your credit card company. Good chance they will do the charge-back to you. Of course, you will have to send the boat back.
For the same money, you can get a small boat that will plane with 5hp. Or a flat back canoe that will cruise fast with 5 hp.
