What motor are we talking about? I am not familiar with any that are able to "slip". That doesn't mean I know everything though.
If you mean the starter is spinning and the gear doesn't rise to engage the flywheel, and the gear is free on the shaft, then the starter is bad, or not getting enough electrical power. It is the instant acceleration of the starter that causes the gear to rise. If it is sluggish, it will just sit there and rotate slowly.
