Get the SDS software. Run the Injector Cut Off test in the actuator section. I had similar issue, and tracked it down to clogged injectors. I don't get the feeling that pressure in the rail is your problem. If you don't want to mess with the software, just pull the injectors and have them professionally cleaned. if nothing else, you can at least rule that out as problem.
