9.9 Evinrude 4-stroke model E10RL4SID, ser. 0 04941337; CE 10/2000, engine top cover inscribed 2006 epa standard.

Thought it was a 2001, but had the 2006 epa standards been set then?

It is a 2001. The EPA standard was published much earlier.
