Plug no fire

My 1991 Johnson 50vro started running crappy the other day I pulled the plugs, one is tan looks like it' burning ok the other is clean, shiny and has unburned gas on it does this mean no fire from bad coil ? I had replaced the plugs recently to try and solve the problem and it looks like since I did this the bottom plug hasn' been burning at all. Thank you.

Use a spark tester to see if there is an ignition issue. And look for evidence of water mixed with fuel on the clean plug.
