plug wires sparking to engine block

I just replace a bad timer base,plug wires and plugs and tested boat last night in the dark with the cowl off. I had spark jumping to the engine from the new wires. So i pulled the wires away from the block and the motor still dont have full power. When i touch a screw driver to the engine i see a little spark jumping to it. I have cleaned all grounds and checked all connections. Is there something that could cause too much voltage that would cause spark to jump through the plug wires?

If you replaced with new wires, then there shouldn't be any except from plug ends. the only thing I can think of is, they have gotten cut some how.!

Is there any way the coils could be shorting to the block through the mounting bolts

QL77JC4 champion. My motor is a 1981 90hp evinrude. The stator ohms good. It has a voltage regulator a rectifier and two power packs. Im getting fire on all four cylinders. The plug wires are new. I just put them on. I can only see the spark jumping to the block at night when its dark. Is there a way to test the voltage regulator? My battery dont die so i would think the rectifier is ok.

Try a cylinder drop test when running and see if all cyls are equal. You may have other probs seeing you don't have full power.
