Power packs ? Ignition coil?

I have a 78 evinrude 115 . I recently rebuilt the fuel pump and changed all my gas lines and rebuilt my carbs and changed out my spark plugs and my water seperator filter and even got a new prop. Anyhow the last time on the water the boat would idle ok then when in WOT would get up in rpms then bog way down then with the throttle still in full mode would take off again and then back to bogging again . Unless I kept it in low rpms it would run enough to get around but you could feel a little hesitation in the engine. After a while I tried again and it would do the same thing , but instead of bogging it would die. Then was hard to start. I limped back checked spark compression and even swapped out the gas tank . Compression was great lots of spark and I cleaned the carbs again. Still running poorly sounds like its missing . At first when I start it it sounds ok then 10 seconds in it starts running funny??? Power packs coil??? Any feedback is helpful . The plugs were a little wet also. Sorry so long winded.

could be all of those and more, go to CDI website and follow the troubleshooter for your make and model

Try constantly pumping the primer bulb, maybe you have a fuel pump going out.
You can use an inductive timing light to check and make sure you have spark to all the cylinders when it bogs down.

I've rebuilt the fuel pump and tried pumping the ball while bogging but it doesn't seem to help. I'm gonna try to trouble shoot a little this week and see if anything helps. I'm going to take it to a friend this weekend and hopefully sync the carbs to see if that's the problem. Thanks for the info. Ill keep you posted on any advancements.

Tried pulling the spark plug boot off while in idle and the thing lit me up with a leather glove on and rubber handled pliers? When it did I pulled the boot off and it didn't look like it broke just looked like it may been sitting in there .?? Anyhow crammed it back in and fired it up and it seemed to sound a lot better not back to normal but better ??

Not yet I have to get my carbs synced together so we can rule that out . But haven't had time to do much lately. I will know more this weekend.

To me it sounds like a classic case of not opening the vent on the gas tank. Or maybe a kinked fuel line.

I had the exact issue with my boat motor.... I rebuilt carbs and fuel pump, changed plugs, new fuel filters and new primer bulb. Still had the issue. Found a hole in my venting tube on top of the fuel tank, replaced that, same issue. Got to thinking (I just bought the boat with these issues) and was wondering if maybe water got in the tank? Purchased a 3 gal tank ($37) and filled it up with good gas, went back out and bam, took off like a rocket!!! Doesn't take much water to make it run like that.

Sorry to hear that. Did you pull the carbs and go back thru them a second time?

Also, one thing I do after carb work and replacing lines is before connecting the hose back to the carb I pump fuel thru everything till I know I flushed out anything I may have loosened up. When I'm satisfied it runs clean I connect it to the carb. I do this now as a result of my re-mucking up freshly cleaned carbs.

Possible your carbs are running out of fuel. Once you get the rpm's up, the carbs are consuming more fuel than the fuel system can supply. That's why it slows down. Once the carb bowls refill, it takes off again. Some things to check: Large enough fuel line from the tank? Restriction in the tank pickup, fuel tank pickup is damaged-perhaps it's loose or has a hole in it, leaking air. Anti-siphon ball valve has to dirt/debris in it causing it to fail to open fully. Have you tried another tank, like a portable 6 gallon tank? That old engine was not made to suck through a fuel-water separator. Try running the engine without it in the fuel system.
