Power Steering fluid disappears

My power steering fluid seems to disappear. I traced the lines, checked the ps cylinder, etc, but I can't find a leak anywhere. Could it be leaking inside the cooling cylinder? If it is, can it cause problems for other systems? Would it discharge into the water from there? The reservoir is dry (no water), so I don't think seawater is getting into the system. Where do I go from here?

The heat exchanger seems to be a good start. I've seen the seams fail before.

I'd suggest pull the in & out water hoses off, put a piece of tubing in between to bypass it, and then run the engine on muffs. Watch for fluid seeping into the water portion.

OR, pull the heat exchanger out of the boat, plug 1 fluid line, put 5-10 psi air into the other one.
