Power Tilt

I have a 1988 70 hp Yamaha that has been sitting idle for over a year. I tried lowering the motor using the power tilt but it won't move. The motor is working but the piston won't move. Any ideas? Could it need oil and if so how do you add it.

Is the shaft rusted up?
Are you sure the tilt lock lever is out of the way?
Did you hit the up and the down button just to make sure wiring is not backwards?
Low fluid will not let it go up, but I never heard of keeping it from going down.
