As a follow-up, I found the factory Johnson/Evinrude/OMC starter kit which they still make for the 18, 20 & 25hp models from the late 60's early 70's. It is part number 0175019 and consists only of the starter (376850) and bracket (308482/317328). It doesn't include the solenoid/bracket and push button included in the original kits. Just thought this might help someone else in the future.

I found this post in an effort to resolve exactly this same issue..I know it's a dated thread but in the interest of helping someone else I thought I would document my experiences.

I have a 1969 Evinrude 25 HP motor Model 25902D that had an electric starter. Original motor parts list did not include any electric starter specs based on my efforts to locate although the service manual listed a number of them.

I found 2 separate OEM starters available listed as "STARTER EVINRUDE OUTBOARD E25TE E25TEL E28 E28ESL E30E" for late 60's early 70's.

One has 9 teeth and the other has 11 from my experience (yes...I bought one of each). I definitely recommend counting the teeth on the bindix first and matching the model for your motor. Apparently both were used at some point and there is no documentation as to which belongs to which from Evinrude.

Of course I say that and all this may be completely obvious recommendations to those of you who do this on a regular basis... but that's not my particular case.

Good luck and hope this helps someone in the future.

The starter needed was for a 22 cubic inch motor,-The 22 cubic inch motor was never offered as a 28 or 30 hp.
