Really need more info.Details on the boat al. or fiberglass?do you trim in for hole shot? Is the motor in excellent tune?Prop in excellent shape,Typical load?
Do the throttle plates in the carbs open all the way?Running on all cylinders?
Without actual rpm and speed its pretty much impossible to know where the problem is.It does seem to me that a 14' boat with a 65 with a 13" prop should pretty much fly.Sometimes boats absorb water in the foam under the floor usually concentrated near the stern.Small boats sometimes have a battery and a couple of tanks right at the stern this will slow hole shot.

You could weigh the boat if you know the dry weight.
You could drill a hole out of sight somewhere barely through the plywood.
Big enough to check the foam. The foam will be like a sponge full of water only hard. Also look at it in the water does it seem to sit low or list left or right?
If you suspect the carbs you might see if ticklling the choke peps things up.
