The clamps ARE at te top of the transom.

In the pick it looks like the transom bracket is resting as far down as it will go, there is typically and inch or two it can be raised. Some people use a wood spacer under the bracket so it rests on something.

If that helps at all, even the smallest amount, then make a raised transom to get it even higher and see what happens.

Yea. Thought of that.
But in addition to the clamps there are thru-bolts also.
So we would need to drill new holes.
Not a big deal in the end.
Will surely put a safety cable or chain from the motor to the boat.
Don't want to have to go diving for a motor that "jumped" off the transom.
