If working properly when disconnecting the shift cable from engine and then shifting 'by hand', it is most likely wear and tear in remote and cables giving too much play.

If sluggish when shifting by hand, check bushings for gear linkage.

Are the throtle and shift cables switched? Is that possible on a Johnnyrude?

Does it bang into gear?

If so you want to stop using it IMMEDIATELY or you will explode the gears, they can't take that kind of shock.

Haffiman has it, if you can't get it to shift at the engine wiht the cable disconnected it is internal, if it will shift it is the cable but really, don't use the engine till you get this fixxed.
