Prop won't engage, 1991 Yamaha 115

I have a freshly remanfactured 1991 Yamaha 115 TXRP and freshly rebuilt 1998 115 lower unit mounted. This same setup was run earlier this season. The lower unit was then taken off and painted and reinstalled. I put the motor in the water today for the first time since painted and went to put it in gear and all i got was throttle advance, some bubbles and no spinning prop. There was no noise and it sounded like the gear did not engage in forward or reverse. I checked the new control cables i just installed and both throttle and shift are moving the components as they are suppose to. I took the boat out of the water put it in gear, the cable moved the linkage as its supposed to, but the prop still spun in both directions. Same thing when in reverse. I roatated the flywheel and it did not spin the prop. I had the spark plugs in so rotating the flywheel was difficult, but it didn't make any grinding noises or anything.

Any ideas whats going on? Do you think it could be the upper and lower shifter shafts didn't mate properly? Spun prop? The prop looks brand new so i don't think it would be the prop.

Any help would be greatly appreciated.

The guy i bought the motor from is coming over this afternoon to help drop the lower unit and see whats going on.

Any wild guesses what we are going to see? The guy seems to think maybe the driveshaft came out of the coupler? Is that possible?
As i said this was a rebuilt lower unit used a couple times after being rebuilt, so i wouldn't think (or don't want to believe) that it could be a broken driveshaft or a messed up dog clutch.

When we drop the lower should it be in forward gear?

its very possible you missed the shift shaft.
happens occasionally. I pull and install them in nuetral
