either the shift shaft is not working, the prop is completely spun, or the lower unit is shot, or the cable is shot. imho. are you using the control to shift have you tried disconnecting the control at the motor and shifting.

I bet shifting at the motor would be the cheapest way to start tackeling that problem

Yes -- start by disconnecting the shift cable at the engine. Shift manually. If it still fails to shift you need to
check the prop for a spun hub. If thats ok drop the lower unit, check shift shaft adjustment, correct if necessary, and if it still doesn't shift, break out your wallet and get the lower unit repaired.
