I have a glass inline filter under the cowling. When I pump it up before starting it is completely full. After starting and running for a while it looks like the filter is a 3rd full. Is this normal?
You shouldn't have a "glass" filter under your motor cowling. Some J-E engines had an opaque plastic round filter that stopped large rocks from entering the carbs, but never a glass one.
For peace of mind and safety on the water, remove that filter.
I use that same filter in one of my outboards...zip tied the hoses so it does not bounce around..it is shatter proof glass and seems to work fine for me.

Have to disagree with that one. If you go back far enough (1950's) they indeed did have glass filter bowls. Some were stand-alone filters on the side of the powerhead, some were integral with the fuel pump, and some were integral with the carburetor. And they normally ran with very little to no gas in them.
