question about settings in the manual

I have a 1996 P150 in the manual under fuel section. it says to set the float at 16mm +- 0.5mm is this with or without the gasket in place?

also the settings for the piolet screws is as below

P150
P: 1-9/16+- 1/4
S: 1-1/16+- 1/4

what does the P: and the S: refer to

what should I set the screws at?

Includes the gasket. P=port S= starboard.
