Does that washer really have to be centered? I put back my timing wheel after doing some preventive maintenance and after I started the engine...I noticed the washer was wobbly because it wasn't in the center. Is it a big deal and I should loosen the screw and try to center it more?

Not a big deal. I'd leave it if it runs ok-not so easy to get the washer perfectly centered.
