thats just it it idles at 1800 way above 1100 and im not sure a bout the power pack

If the engine idles at 1800, you need a linkage adjustment, or some other mechanical problem the Quick Start will not work after 1100 rpm.
Easy to check Quick Start, Warm engine, timing light, disconnect black/white wire from sensor to pack. The timing will shift 6 degrees each time you connect/disconnect the wire.

yea it driving me nuts ive grounded the black and white wire and no change, the carbs are clean, and nothing i do seames to change any thing i can put my hand over the carb and it dont change, i even messed with the timming and no change, changed the idle adjustment and no change and it still seemes like its it the timing like its advanced some how still any ideas

If the ignition is stuck slightly advanced, or not returning to the stop in the linkage it will run a high idle rpm. The design is such that when the throttle is opened the timing advances first, then the carbs start to open, at a certain point the carbs are fully open and the timing continues to advance for the final top rpm.

I forget the exact numbers but for example , the first 2000rpm are ignition advance only , from 2000 to 4000 rpm are controlled by the throttle butterfly's , from 4000 to 6000 are done by timing alone. ( no wonder they gobble fuel!)

So check that the ignition linkage is returning to the idle setting.
Now you can see why a factory manual would help, its chock full of photos to guide you on what to look for in the maze of linkages.
Try operating the throttle by hand with engine off and watch the linkages on top of the engine, maybe you'll find something not returning to its stop.
