Rear Motor/Transom Plate Mount Problem

So, before finishing the assembly of my engine GM 5.7L engine to fire it off on the run stand, I decided to drop it in the boat to check clearance between the bellhousing and starter to the new stringers. I think it might be too close or interfering. To get an accurate check on the clearances, I have the gimbal housing and transom plate installed and want to align the engine for the check. I have new rear mount assembly parts so new bolts, new washers, new spacer, new rubber washer and new coil springs. The rear mount bushings in the bell housing came with the used bell housing. Installed per the parts diagram, the rear mount bolts won't reach all the way through to get the nut started on the bottom.

The rear mount bolts are 4 3/4 inches to the start of the threads and then there is an reduced shank nose to 5 3/8 inch in total length. The bolts measure 5 3/8 inches and the part callout is the same length to the tip of the bolt. Do the OEM bolts use the reduce shank tip or threaded all the way to the tip which would allow the nut to go on?

The spacers measure 0.629 but the part diagram calls out a spacer 0.520 in height. It doesn't seem to be enough to make any difference in getting the nut started but should it be the 0.520 length?

Is it possible that the incorrect bushings are installed in the used bell housing and is there a way to check to see if the are correct?
