recoil lockout feature

1986 e10 RCDB,wont go into reverse,can not pull rope to start,seems as though somthing is locking up. can turn top of motor by hand.maybe somthing with throttle. told to check lout feature,where is it ? can i find a diagram of this part? thank you rw

Lockout feature is a red lever beside the starter recoil. Chances are the spring let go and now it is stuck in place. Will it not shift into neutral?
