Now that the boat is gutted what's the next best step?

I'm thinking I should cut my plywood, dry fit, seal the wood, then do the foam while the sealer dries.

I would add some water covering the bottom up to the start of the sides and see if there's any leaks that need attention prior to the foam and deck going in. I can see a whole bunch of solid rivets on the bottom and while your under there looking for drips, systematically inspect every single one of the rivet heads. If any are badly damaged, tipped, inside the radius of a dent or even missing then now is the time to replace them.

Even if the boat never had issues with water mysteriously filing the bilge? It always had stayed completely dry and I have spent 12+ hour days on the water.
