Yes, just look at how they compressed. It is a longshot, but a carb body could be mis-machined and not be sealing there. If one of the old gaskets doesn't look like it was clamped right, that would be a sign something was wrong there.

k i will check, how about that one of the floats set up higher than the rest? is that normal ?

if these were sierra kits someone noted the needle seat gaskets being too thick, or not uniform at least, from one kit to the next...not sure how much of an effect that might bring...float off center, if it's hanging on the carb bowel gasket that will certainly cause problems...with the carbs assembled, did you try blowing into the fuel inlet and it allowed air to enter when the carb was upright, and would not allow air when the carb was inverted?

these were genuine johnson/enverude kits, yeah i have checked that and yes it does stop, when i filp them upside down.

I'd verify that the jets are correct for these carbs.....marineengine.com has the jet sizes listed for the 15" and 20" transoms as well as the middle carb...might be a run down the rabbit hole, but I'd verify that they were the right ones at this point
