Remove painted deck and redo with gelcoat

I have a 1973 16" neptune sailboat that needs the non skid top deck surfaces redone. There is two layers of paint over the spider cracked deck gelcoat, The gelcoat is ok on about 50 % of vertical surfaces on the top deck. Can i use a power washer to remove the 2 layers of paint and then grind out the spider cracked areas of gelcoat?

Where can i order the sanding disks for my orbital sander to remove the gelcoat and what grit paper should i order?

I may roll the non skid areas with gelcoat including the roughing material to add to the gelcoat. Any recomendations?
