I examined the bellow to the best I could and did not see any tears, holes of any kind.

Unless you know for sure the bellows have been replaced recently, it is time to replace them again. It's pretty much that simple. By bellows, plural, I mean the drive bellows and the shift bellows. You can leave the exhaust bellows alone.

You would be surprised how difficult it can be to find the pin hole or tear that is causing the water intrusion. It is time to remove the variables and simply replace the drive bellows as a regular maintenance item.

OK so I am looking to buy a shift cable for when I replace it. On the local ads here I found a posting for a guy that is selling cables for 20.00 each in the marine section. These are what the cables look like. Do these look like they would work for replacment lower shift cables on my boat?

Highly doubtful the gimbal bearing is good with ANY water present in the bellows.
Do the full boot kit for piece of mind and include the new cable too.
