Removing and preventing corrosion on outdrive

I have a 1991 OMC Cobra 4.3.
Im doing some outdrive maintenance and noticed there is some corrosion spots in the transom mount / gimbal area. I'm replacing all of the anodes and cleaning as much corrosion with a wire brush as I can. Is there anything I can spray( besides paint) on the corroded spots so they dont come back or at least slow down? I dont run the boat in salt water but I think it may have been at one time due to what the anodes look like.

Hit it with a zinc chromate primer, then topcoat with rattle can of your choice. I personally like Rustoleum.

I've heard people saying you have to neutralize the corrosion first, how do I do that?

Wire wheel brush it.Use a wire wheel gold in color.Dont use a steel wheel.Wipe with actone and put several coats of zinc phosphate.Zinc chromate as a second choice.Top coat with a qualty paint.Charlie
