Replacing Impeller on 25hr Merc

I have a merc 2001 25HP 2 stroke outboard, model 1-025312cd and water tube is not working, have new impeller and cannot seem to get the lower unit all the way off- have loosened bolts I see and its still not coming off- anyone know what I am missing?

The shift linkage must be disconnected under the carb on the port side

its a little c-clip that rotates upward.then pull it out. don't forget the washer on the shift rod

Is it necessary to remove the carb? I cant see the clip you speak of.
