Sounds like the boat owner knows somebody......, I would sue his donkey if he refused to fix my boat after being "very oppallagetic to the officers" , and maybe the CG for bungleing this up. I thought they were there to protect people from reckless boaters among other duties kinda like the Highway Patrols job on ashalt.
