Rochester 2bbl rebuild questions

I put a kit in the Rochester 2bbl carb on my NewToMe 1973 Mercruiser 140 because it was idling rough and bogging around 4000 rpm. Completely disassembled and gave it a 24hr soak in parts cleaner, cleaned everything with carb cleaner and blew out all passages with compressed air. Measured and tweaked the float level. I dont think it helped. If anything it might be worse. One problem I notice is that when I operate the accelerator pump very quickly I get two good streams into the throats, but operating the throttle normally produces nothing or barely an inconsistent dribble. Is this a sign that the carb is not worth any more of my time or did I miss something?

The two idle mixture screws are different length, but the exploded diagram with the carb kit describes them as the same. Is this normal?

The inside of the bowl looks like the surface of the moon - rough and pitted and covered with yellow powdery substance that is not soluble in carb cleaner.

Is it time for a new carb?

The accelerator pump is just that. It gives the engine a nice drink of fuel when transitioning from a low RPM to higher RPM to prevent a lean condition. You should not see fuel coming out of those ports when engine is kept at a constant RPM. I would be checking your fuel pressure if the engine is bogging down at max power...
