Rpm gauge isnt working.

So I put new gas in the boat and runs good. Just with the water hose hooked up to it though. It seems like it is idling high, and when I increase the throttle it really whines out, but the rpm guage isn't working so I don't know. Does the trim have to be down and the motor in gear. I tried it in gear and gave it a little gas, but nothing, but the trim was up.

The tachometer signal comes from the charging system. If the tach zeros-out with the key on and that's that, you probably have a bad rectifier. Rectifier failures are caused by crossed, corroded, or loose battery terminals in the vast majority of cases. If the tach doesn't zero-out, there's something wrong with the tach or power to it.
