running lights, anchor lights

Newbie question....what is the difference between running and anchor lights? The light did not work on my boat when I got it, now that they work, they look the same to me???

The red and green lights should be on when underweigh or adrift only. The white all-around light should be on when anchored, adrift or underweigh.
