Running to rich

I have a 35 hp johnson outboard stick steer I adjusted my lean and Rich adjustment all the way in gently and out 1 1/4 turns but turned in a 1/4 and is hardish to start but when it does it idles fine but still runs really rich

Is it a 1959 or 1984 or 1999 Model ?-----Model # of your motor ?----Does primer ball ( manual fuel pump ) go hard on this motor ??-----Does spark jump a gap of 3/8" on a test device ?----Post your compression test values here.

84 model and yes primer bulb goes hard when pumping and doesn’t lose pressure can come back 2 days later and bulb is still hard and has 120 psi per cylinder

I would not put too much "weight" on the book starting point for the idle jet needle.........Starting point is just what that is. Especially if someone has tightened it down excessively, either needle or jet could be damaged. "Screw" it til it runs right "if it will."

Otherwise, maybe float is too high, or needle seeping past or even flooding. Are you sure the oil / gas mix is simply not too "oily."

Mixed new gas 2.6oz per gallon mixed 2 gallons

Did discover some water in the gas when I swapped it also the motor hasn’t ran in about 6 6 1/2 years easily

Ckeck the flywheel key.-----Thermostat installed and motor is warming up properly.-----How did you determine that it is running " rich " ?

I’ve got the running rich straightened out. But now my forward gear will not stay in gear jumps out after you barely increase throttle maybe a quarter and it jumps out
