Rust Preventative Oil

I have a 9.9 Evinrude outboard that I loaded with Rust Preventative Oil thru the carb and directly into cylinder from the spark plug hole. This was done while engine was not running, obviously. I then stored the outboard in my cellar for approx. eight or ten years. When I turned the flywheel by hand yesterday, it felt as though the oil had gummed up as it was alittle difficult to turn over. My question is, should I wash the engine out with either some fuel or WD-40 before attempting to start it so it won't seize up?

I too have an old (1975) 9.9. You need to try pretty hard to kill one of them. I would pull the plugs, spray in some WD40 and pull the starting rope a bunch of times. Connect to some fresh fuel mix, your water muffs and give her a go. If it fires I would run it a bit but I would plan on replacing the impeller before any trips. Check gear oil of course. Normal troubleshooting if it doesn't fire (carbs may be filled with crud).
