the idea is that the cockpit sole is above the water line. As water enters the cockpit, it drains overboard via a couple of scuppers (holes that allow water out). On smaller boats like this, the scuppers may temporarily go underwater and allow some water into the cockpit depending on where people are standing in the boat. Not a big deal.
This feature is nice to have for boats that are moored since you are less dependent on bilge pumps. It is also much easier to clean the boat.
