Self Bailing Proline 23'Cuddy?

I have a 23' Proline cuddy. A Gil Bracket is mounted on the back with a 225 Ocen Runner. My scuppers (2) on the transom are always under water when not under way. Is this normal? I do not recall this being the case when the boat was new. I've replaced the scuppers which are the rubber flap type. Water still comes in while stopped and i have decided to plug them and use the bilge pump. Therefore the self-bailing feature does not work properly in my opinion. Any suggestions?

when there is weight in the stern, the scuppers are going to leak. the ball type scupper works best. they all leak, do to wave action. ask you 250lb buddy to sit on the bow.
