Shift Cable not moving with throttle control

I've been trying to restore a 1991 SeaRay 180 w/ Mercury 135 2-stroke, took a year break and am picking up where I left off, it seems that the cable in the throttle control that puts the motor in F/N/R doesn't move with the throttle handle. I'm incredibly unfamiliar with how these work, I'll attach a pic of what the inside looks like although I doubt it'll really help, just looking for any troubleshooting/guidance. The motor will still shift, if the cable is taken off of the grommet that moves it on the motor it will go into neutral or reverse still. Thank you for any help!

Ayuh,.... That looks pretty rough,.....

Controllers have a throttle only button, to rev the motor in neutral, is yer's engaged,..??

Hadn’t thought of this, I bet thats it I’ll try to figure it out… I’m pretty sure I might’ve broken the button taking it off so I’m sure it’ll be fun! Thank you
